Poncho ear flaps

Can anyone tell me why my poncho has ear flaps ? By ear flaps I mean on the outside of the hood is sewn on little flaps with a small metal hole pressed into the nylon.

I wondered if it was for feeding a wire through to an earpiece , that doesn't seem to make too much sense to me yet.
It's a poncho and most things would be underneath it after all.

It is really heavy nylon and feels like it's built to last . I prefer this over a light one, less flapping in the wind too. Has eyelets around the edges of it and also a draw string at the front belly.
I'm actually wondering if it's from some armed forces somewhere and then re tagged for retail.

The brand is "rum jungle". Got it at a camp store.
